of above, Government is responsible for the salaries of the Fisheries Department staff and the Central Union staff as listed in 1 and 2. The remaining staff listed in 3 and 4 are paid by the Central Union from funds received as 6% commission on fish sales at the Wholesale Market.

Capital. A sum of $100,000.00 has been loaned by Government

On the sale of fish the to meet the expenses of the Market. seller is paid in cash, less commission, immediately; the buyer does not pay for 24 hours, or later in special circumstances.

A further sum of $100,000.00 has been advanced for the rehabilitation of the fishing fleet. It is being distributed as a loan of $4.00 per head to junk masters, each guaranteed by one other junk master.

FUNCTIONS.

I. FISHERIES DEPARTMENT

This is responsible for policy and its implementation, for advisory work, for the accounts for the payment of loans to the fishermen, for the survey of the fishing fleet and of the junk builders, etc.
